A mobile but consistent fixture in Plaza Francia, his Raspados (shaved ice and sugar syrup topped with thickened evaporated milk) come in 6-8 flavors like passion fruit, grape, orange or rojo (red) and are just the pick me up you need sometimes on a hot day.
